A network serves people who do not share a language, and enforcement has to be understood before it can be accepted as fair. An exchange the other party could not follow will be contested later, and it should be.
Permitting and licensing workflow
Licensing a new category of asset means applying rules written before that asset existed. The workflow has to hold the gap open and visible: what was checked, against which requirement, and on what evidence.
Independent monitoring of automated fleet operations, with an evidence trail
Monitoring an automated operation is a different function from running it, and it stays a different function. The record it leaves has to be usable by someone outside the operator, which is the only version of independence that survives an inquiry.
The regulatory frame.
Where safety oversight applies, the assurance requirement is set by the authority that supervises the operation, not by the operator. The evidence that authority will ask for is agreed before the build, not assembled after an incident.
