Intake and triage
Requests arrive in the form the applicant chose, not the form the process expects. Triage establishes what the case is, what is missing and which queue it belongs in, before anyone spends time on it.
Case assembly and verification
Assembling a case means drawing records from systems that were never built to talk to each other, then checking that what arrived is what was asked for. Most of the elapsed time sits here, and almost none of it is judgement.
Decision preparation for a named officer
The officer decides; the system prepares. What reaches the desk is the assembled file, the rule that applies, the discrepancies found, and the source behind each of them.
Multilingual service delivery at first contact
A resident who cannot ask the question in their own language either gives up or turns up at the counter. Handling the first exchange in the language the person actually speaks removes a queue instead of moving it.
Permitting and inspection scheduling
Permitting is a chain of dependencies: documents, fees, clearances, site visits. Scheduling it well is mostly a matter of knowing which step is genuinely blocking and which one is only waiting.
